It's not easy getting a parrotlet to bath---some are good about it, and with some it takes time to figure out their preference.
I have a shallow bath attached to Ollie's cage with cold water in it at all times, and he uses it to either drink or if he's brave, to bathe in it. Twice I've had to refill it in the morning, he'll be on my shoulder and will look at it willing to try a bath. Then he goes in while I'm holding it in my hand---guess he trusts me. I've never seen him bathe in his cage. He's one year, so he may change a little over time on his bathing preferences. Best to you!
